As of version 13.4.4.4 the Elections module has some support for thisidentifying a contest as Runoff Eligible.

As of version 15.10.3.4 the Elections module now supports both a Runoff Eligible and an Is Runoff flag.

Filter Results with Runoff

The Elections Results module will allow you to filter results by using the Is Runoff field and Runoff Eligible fields similar to the Acclaimed, Elected, and Incumbent fields.
