This can happen for a number of reasons.
Feature Disabled
Check if the module/feature is enable in System Preferences - Features tab.
Ad Block Software
Use of ad blocking software can interfere.
AdBlock Plus
If you turn on the Block Social Media icons tracking option the twitter and facebook module icons will be blocked and thus not displayed.
